The card was issued in a different country from your service address. Your bank blocks foreign or online charges. A prepaid or virtual card is refused for recurring billing. Or the billing address doesn't match exactly.
Quick things to try first
Ask your bank to allow international online payments. Double-check the billing address and postcode. Try a card issued in the same country as your service address.
